Manipuri Neo Communism proposes a hybrid political economic framework grounded in the socio-historical realities of Manipur and comparable plural, post-conflict border regions. Departing from classical Marxist, socialist, and liberal-democratic models, the paper argues that contemporary governance systems have converged toward hybrid forms that combine centralized decision-making with selective democratic participation. Drawing on dependency theory, political economy, and comparative governance, the study examines how liberal democracy, when coupled with market capture and structural dependency, produces stagnation, inequality, and chronic instability in small, heterogeneous societies.
The paper introduces Neo Communism as a diagnostic and architectural model rather than an ideological program, emphasizing political equilibrium, order, and institutional adaptability over doctrinal purity. Through case analysis of Manipur within the Indian constitutional framework, the study explores the limitations of imported democratic forms, the persistence of neo-colonial dependency at intra-national and global levels, and the vulnerability of democratic systems to external co-option. Complementary analytical tools including Critical Mass Theory, Social Contagion dynamics, and the Sciences of Co-Option are integrated to explain the escalation of social unrest and the erosion of state legitimacy in conflict-prone regions.
Finally, the paper outlines a conflict-containment governance architecture, including territorial decentralization and a State Capital Region model, aimed at preserving territorial integrity while addressing competing demands for autonomy and representation. The framework is presented as context-specific yet theoretically exportable, offering a lens for understanding governance equilibrium in fragmented societies beyond Manipur.
